Came across the phrase "cognitive DDOS" to describe our present culture.
Understood instantly what it meant.
But having to get work approval for your own side projects that you're never bringing to their table in the first place sure is...uh...
Well, that's something.
Anyway, in general, if the idea's yours, it matters to you, and you know you could make something of it on your own: keep it to yourself. If it's something you're developing under company auspices: yeah, it's theirs, them's the breaks.

Sure would be interesting to know what kind of conditions new employees get handed these days, though.
At one point I was at a company that got bought out by an, um, Very Large Media Company, though, and we got handed some fascinating contracts. I especially enjoyed the section about what we weren't allowed to take off of Studio property, up to and including dead batteries and scrap lumber.
