Tokyo fish pays for renting some parking spaces in the lot behind the dollar store, in addition to their own parking lot on San Pablo, so I guess I am paying for those meters every time I bike there to buy fish.

Time limits don't apply if you have a handicapped placard. Try parking in front of Helios corner on University between Sacramento and California. The meters, and often the white drop off zone, are filled.
