I'm pretty sure by default if you have been convicted of a felony anywhere you cannot vote in Virginia.

The Constitution of Virginia doesn't seem to leave a lot of room for ambiguity, it doesn't specify that you have to have been convicted of a felony in Virginia, just a felony.
