Words fail to capture how chaotic things are at the evacuation centers in Winnipeg. No one is in charge. Everything is happening ad hoc. This is all that’s there for toothbrushes and shampoo/soap. It’s 2 people who just randomly showed up to help that are sorting things and managing this table.
