I carry a UK passport, and I am a migrant. Specifically, an economic migrant, living where my lifestyle is better. Never an Expat....historically the term applies to those who travel to somewhere distant from the UK for employment but expects to return to the UK to retire.

As a migrant to France, yes, pretty much. In our own case, it would be easier to integrate if we were of working age and more exposed to French people. Our biggest interaction with France (bureaucratique) is the health system, guests in our Gite, taxes, weekly shop and trip to the local bar.
