There are only a few countries which produce high-tech components. Of course, they were made in the US and other Western countries. But e.g. computer chips are tiny - a year's supply for building missiles fits into a suitcase, and they are ubiquitous, too. Easiest material in the world to smuggle.

Russia needs money, the Taliban need roads. Both don't have a lot of choice in countries willing to trade with them. Putin doesn't mind redirecting some resources from repairing roads in Russia, if he gets money to fund his war. I suspect they might well make a deal.
