Yes. The states control their elections. No law or other written decree can transfer control of the mechanisms by which elections occur to the federal government. Because the infrastructure for planning, holding, securing, and validating elections is spread out across the entire country.

I do have numerous criticisms of Schumer and would like to see a new Senate party leader when Dems regain the majority, but he has done an excellent job recruiting Senate candidates and he negotiated the funding minibus/DHS shutdown near-perfectly.
