Well, I got this wrong! A welcome decision, though the devil will be in the detail. Iβm told that the government decided to do this because of a fear that otherwise schemes would be reluctant to release surpluses for UK investment purposes!

It has to be regulatory constraint. The role of tPR will be key, and will require a robust advance notification process and sufficient resources to enable proper scrutiny.

Very sad to hear of the passing of Baron Etherton. While he will be chiefly remembered as a distinguished judge and parliamentarian, for me Terry was foremost a brilliant barrister and the best cross-examiner Iβve ever seen. He was also a generous colleague in chambers. May his memory be a blessing.
