This includes 170 comments received by email, 4 letters received by mail, and 1,136 bike lane comments that were submitted through the ERO posting on the Building Highways Faster Act.
Comments received focused on several themes including: β’ Congestion: concerns that bike lanes have little to no consequential effects on congestion and driving times and do more to fight congestion than contribute to it. β’ Safety: concerns that removal of dedicated cycling infrastructure will impact safety for all road users. β’ Governance: perspective that municipal infrastructure decisions should remain at the city level and concerns around adding unnecessary red tape. β’ Environment: perspective that cycling is a zero emissions form of transportation, and this amendment would have negative impacts to local air quality and GHG (greenhouse gases) emission reduction goals. β’ Evidence Based Decision Making: identification of studies and other data points that suggest that the removal of bike lanes will not lead to a reduction in vehicle congestion. β’ Fiscal Responsibility: concerns regarding use of taxpayer dollars already spent on bike lanes.
β’ Transportation Infrastructure: suggestions that provincial investments in public transit would go further towards reducing congestion. β’ Health: identification of numerous physical and mental health benefits achieved with cycling as a means of transportation and the accessibility of biking provided by bike lanes. β’ Economic Impact: submissions pointing to studies that show that cyclists are good for local business. β’ Affordability & Equity: recognition that cycling is an affordable mode of transportation and that many cannot afford vehicle ownership. The comments were considered and the bill was subsequently passed.
The ERO for Bill 212 was updated to reflect that it was passed and there is a summary of the comments received. Which were overwhelmingly against it and it ends with:

That too, though I think that's on the province to kick in more operational funding. The City's budget is stretched pretty thin.
