What this misses is that trade can be part of the problem, and not only a benign facilitator of growth. Trade policy should be more than reducing barriers, but about working out which barriers are more likely to lead to / contribute to 'good' outcomes v 'bad' outcomes

A cogently argued piece, hard to disagree with having the right hammer for the right nails. However, I do worry about the central premise - concerns re green transition, industrial development, fairer outcomes are ancillary to trade ergo don't use than trade levers.
