You still have to win people over via sound arguments over time in my scenario. This isn't a short term thing.

The goal right now for revolutionary communists is to start to build that separate government and organize the people NOW so when that crisis comes the people are ready to seize the chance. If there is no preparation then we won't be ready when the opportunity arises.
