I would add a third point which is that different doctors take different insurance providers, and depending on where you live, that can be the main thing that determines how much you spend. It’s possible to intend to have better insurance than you get because it’s hard to find a doctor that takes it

If I recall correctly, one of the main criticisms of Mamdani throughout the campaign was that the mayor is more limited in authority than his policy promises implied, so I think this is a pretty natural first step to making big policy changes. He doesn’t have much time, after all!
