If twitter had a meaningfully engaged user base, let alone one so strong as to represent "the common", its Ads wouldn't look like ones normally reserved for illicit web pages. Real companies didn't stop advertising there on principle - they left because it would be a waste of money to stay.

I think its a butchering of a metaphor like "high floor, infinitely high ceiling", to capture that the "worst case" the democrats should have broad base of support, and the best case they can win over any number of the opposition. Which helps clarify that it is both a bad metaphor and wrong.
