If city personnel were to enforce federal immigration laws for the federal government, it would squander limited municipal resources, have deleterious effects on public safety, and have a chilling effect on immigrant populations' willingness to report crime and cooperate with the city's public safety efforts;
Whereas, although the federal government has the legal authority to enforce immigration laws in the United States, in Minnesota, and in the city, the city will not act or operate its programs for the purpose of enforcing federal immigration laws.
Additionally, it is the policy of the city to vigorously oppose any effort to require the use of city resources for the enforcement of federal immigration laws;
Whereas, if there are ever violations of the City of Minneapolis Separation ordinance by the Minneapolis Police Department, there should be transparent accountability and discipline processes in place;
Now Therefore Be It Resolved by The City Council of The City of Minneapolis:
The City Council supports including language in the upcoming police contract or in an updated discipline matrix to establish consequences for police officers who violate any current or future separation ordinances.
Be it Further Resolved that the City Council is requesting Mayor Frey and the Chief of Police to update the discipline matrix to include discipline for officers who violate the separation ordinance.
Be It Further Resolved that the City Council requests that these violations be placed in Category D, which includes 160 - 300 hours of suspension, demotion, and Category E, which would be termination.
Be It Further Resolved that the City Council opposes any use of so-called "less-lethal" weapons as crowd control against people in Minneapolis, and calls on the Mayor, the Police Chief, and any other person in a position of authority over law enforcement personnel to end the use of these weapons in Minneapolis.

I’m not defending anything. I’m working on transforming the institution. But it’s important to have an honest assessment of where different aspects of the institution are at right now instead of painting it all with the same brush, so efforts to transform it can be properly targeted.
