That's not working. Plastic is preferable to paper in cradle to grave analysis. So, if banning plastic bags is to be of net benefit then it must also reduce paper bag use - promote reusable instead.
In any event, bags are but the tiniest most insignificant tip of the iceberg.

On the other hand, I delayed for a long time because they didn't have a desktop version, and then they required a phone app to set up your initial log-in and settings. So, while perhaps they were primed for power users and brands, at least some individuals found them off putting.
