Yea but the incentives are all fucked up. No officer, much less a FO are going to disobey a direct order unless it’s fairly obvious that it’s illegal-which is pretty rare. When your entire career is on the line it’s a lot easier to just say “yes, sir”

the policy wonks will say that it will lead to less construction and therefore less housing, etc. even if true, let’s solve those problems when they occur since there are tools municipalities can use to increase construction (including public funding) but only one way to increase affordability rn.
