I think there’s probably a causality issue here too. When a party is doing poorly, internal squabbles obviously get more intense as factions fight over who has the best strategy to reverse their fortunes. When a party is winning, there’s a leader in the driver’s seat to push a unified party line.

I think the evidence is poor, but Kristol’s perception here is definitely shared by many people. They see far less internecine conflict amongst Republicans in the Trump era—Trumpism largely stamped out the GOP centrists their faction squabbled with—and assume that is a factor in the GOP’s success.
